I need to know step by step what I have to do to have my kitchen certfied by the health dept in the state of Virginia so that I can bake and sell breads and desserts.

Every health department in every town/city has different requirements for these things. Your best bet will be to contact your local Board of Health Department and get a prepared list of all requirements.

Although I don't know it for a fact, I'm sure your state won't allow a home kitchen to be licensed for commercial purposes... You wouldn't like it either. For starters, you'll have to allow a health department inspector to come into your home ANY time he likes to SNOOP around.
Besides that, you'll have to have commercial equipment. You may need to install an exhaust fan and fire repression systems... Everybody who works in your kitchen, like your kids or your husband will need to be LICENSED by the health department.
It seems to me, that it would be CHEAPER and EASIER to rent a commercial kitchen... But, a quick phone call to their offices should result in a definitive answer.
