I know you are looking for a voltage reading, but where and how much voltage do you expect to see?

where to read to get voltage- is it white to black or black to ground or ground to white

Assuming a receptacle or a power feed.

Black to white = 120 V
Black to Ground/green = 120 V
Ground/Green to white ~0V
