What's the best way to get rid of tree sap on the hood & windshield of a prius?

Try BonAmi on the glass, auto wax on the paint.

Take glass cleaner & spray it on the windshield. With a NEW razor blade scrap most of the residue off. Then with what is left take rubbing alcohol and apply it several times till it is gone. This is the best cure.
