Sorry, but your question is a little hard to understand. From what I can gather...
-you sell insurance.
-you don't get paid if targets are not reached.
Many sales companies ask you to "Validate" for a month (or any sales period) by selling a minimum number in production. Not hitting these targets can cause one not to get paid.
Now, there is a difference between being on straight commission and having a salary + bonus. If this is the case, you should be paid salary even if you miss your bonus targets.

my letter of intent contains basic p.m3000,hra 1200,ta 800, pf 360, pli 9640=total 15000ctc but still i didn't get anything after a month reason was no targets so no salary but i hav talked to many people they said it is wrong so now *** help me
