The fan of the outside unit of my Trane XR13 Unit is not operating, the inside unit does seem to be working. The therm. Is set at 71 degrees but it is measuring at 85 degrees in the house. I can hear the fan blowing on the inside but the air is not real cold. The outsidefan unit is not moving at all. The unit was installed 09/2006
