If a person lives in newjersey but works in Pennsylvania, where do they claim unemployment benefits? Do they get to choose which state or get to switch back and forth between the two?

You may actually file where you live, they will do an interstate claim and the claim will go back to the state ( or states) where you have the qualified quarters for unemployment.
But if you live close enough to file in the state you worked, you should be able to also do that.
