The International Silver Company was formed in 1898. Sterling Silver is an alloy of silver containing 92.5% by weight of silver (925) and 7.5% by weight of other metals, usually copper.
Technically, Sterling Silver is 925/1000 silver. 835 is 835/1000 silver, so it is still a silver alloy, most likely I think you will find it's a Vintage German piece.
