My daughter, who is 12, lives with her father and stepmother in WV tells me all the time she wants to come live with me at what age can a child deceide where they would like to live?

Sometimes it depends on the judge. They might consider her to be mature enough to decide or they may just decide for her.

The child can not "decide" until they are 18 and no longer covered under a child visitation order.
You can file in court for a change of custody in court and the court can allow her to testify what she wants. They will take what she wants, plus why she wants it, plus both parents will also present evidence why the child should either get to, or why the child should not be allowed to change.
Often the judge will allow it, unless the other parent can prove why they should not be. ** what was the reasons for the father to have custody in the first place ? If there were issues, have they changed
