We have had Home Alarm system monitored for past 8 years. Would like to have the system call our cell phones instead. Is that easy to program or do we need a professional to do that?

You have to have a cell phone equipped for these functions and pay for that function. I suggest you contact Tellus Mobility. Or amazon.com has several IPhone systems available for home alarm monitoring.

Sure you can, What Panel do you have?
If all else fails, use one of USP's Dialers and allows you to listen and 2 way conservation. And is FREE. It is a regular call.

You may very likely have to upgrade your system to one that allows it, but many companies advertise those that will call you and allow you to listen or talk to those in the home.

You need to go into installer programming, disable Communications. Then hook the "Bell out" of your Alarm Panel to the Dialer,
They have models that have Line Supervision/Line Seziure, that will dial out even if a phon is off the hook, a phone can't dial out with one receiver already off the hook, Just like alarm panel.
2 wires from telco, and 2 wires out to house phones.

They have a model that just plugs into the wall, no line seizure, if a phone is off hook(receiver lifted up), it can't dial out, Bad.
