Is it possible to get a drivers license or permit online?

Impossible to do. You must show up in person with the proper documents to back up who you are. You must also take an eye exam as well as a written and road test if you have never had a license. Even if you are just renewing your license you must show up in person and take the eye exam. Online would present way too many cases of fraudulent activity.

At least in the US, no, you will have to take both a written test and a actual drivers test in a car.
In some states approved drivers schools can issue a certificate that allows you to get your license when passing their school

But the drivers test still has to be done in person.

A learners permit doesn't require you to drive. You just have to take a test. Pass the test, get the learners permit.
The reason you have to be there in person to get a drivers license, is that you have to show that you can drive, they take your picture, do the eye exam, and verify your identity.

As others have basically stated, no, not possible. However, in some jurisdictions, it is possible to get a driver's license renewed online.
