Water is seeping up tile laid on 4 " concrete on ground. - not near any pipes/bathroom/basement/kitchen and only when raining. Dries up when rain stops. Where is the water coming from?

Assuming there were no cracks in the slab... its possible the slab was poured without sufficient gravel base and its though the concrete itself. Sounds like a candidate for a perimeter french drain (as one of several possible cures) to get the water away from the house.

You do have several options here.
1) you could install a sump pump and pump it up and away. **OR* 2) you do do as smoothy suggested you can dig in french drains (see image) and perhaps even install a home made dry well (see image ) to drain off the rain water away from your house. Check your downspouts, make sure the water from the gutter is moved away from house.
