I have a 1998 honda accord that is stuck in park, the brakes are stiff, and it will not start. What do I do?

For the engine not starting, read Honda Sections 1 and 2, below:

See if your Bake Lights work.
If the Engine is not running, the Brakes will be stiff.

The brake lights are working. The car is stuck in park, but I was able to get it into neutral with the safety button. I checked the main relay switch and it is fine. I thought it may have been the fuel pump, so I went and bought a new fuel pump. I have no idea what is wrong with it.
