Air temp blows 68 degrees. Is that cold enough? Unit never cuts off and my apartment never gets below 73 degrees. When I get home from work its 82 degrees inside. I have thermostat set on 70.when I wake up its between 73-75. What should air temp be coming out of register?

There is no set temperature since the discharge temperature will change depending upon the return temperature that is being cooled.
What you look for is the TD which is the total differential between the supply and return air temperatures. The ideal temperature differential is 18 to 20 degrees TD. Now with that being stated a low of 15 degrees spread is acceptable on some systems especially if high humidity is present.
