I have recently rented a flat (3 months ago) every time I try to use the toilet there is sanitary waste and feaces in the toilet. It is not mine and is coming from another flat. I have not actually lived in my flat, nor used the toilet, because of this problem. The Council have sent plumbers round 10 times in the last three months and the problem is still there. At the last attempt they had to raise the toilet. I am now left with brown water in the toilet bowl all the time. I have been told by the contractor that came out that he has been called to this flat lots of times in the past for the same problem and that he thinks it is a pipe deep in the plumbing that had dropped down (the flat is on an estate), and that this is going to keep happening every few weeks. Have you any idea what can be done to solve this problem. I am despaerate.

Hi Bussey...
Either they need to dig up the pipe and fix it OR they could consider installing an ejector system that would pump the waste up and out of your toilet to a pipe elsewhere.
They could install a macerator pump:
Saniflo macerating and gray water pumping systems (http://www.saniflo.com)
They could install a sewage ejector:
Zoeller Corporation (http://www.zoeller.com)
These can be installed in the floor or above the floor.
All that being said, you have rights here. I would contact a local plumbing inspector and maybe even the HEALTH DEPARTMENT in your area. Sounds like this is a very big health hazard and needs to be dealt with. It also sounds like they need to reimburse you for inconvenience, but hard to say from here.
