Movie scene has the hero walking through the desert and then he finds this guy sitting in a pot filled with water, his legs shriveled up from sitting in there for so long.

At first I thought it might be conan the barbarian or maybe red sonja, but I just watched those.
It does seem like that type of medieval action film from what I remember.

Could it be Circle of Iron? There's a scene with Eli Wallach sitting in a cauldron of oil. It's a Bruce Lee movie, starring David Carradine.
