IS the use of cable bending tools prohibited per the NEC?

Certainly not.
In fact, practices are not covered in the NEC.
It will tell you the minimum bending radius, but not how you get it that way.

I am employed by the VA,and have been an electrician for 35 years,and am aware of Art. 300.34 and the NEC in general.The question was brought up because an electrical contractor here told one of my co-workers that while they were trying to hand bend 750 to fit in a panelboard,they told my co-worker that per the NEC it was no longer approved.I had not heard that myself,nor could I find anything in the NEC,hence the question.

That's because it is not in the NEC!
