I turned 17 in April I just graduated high school and live in California. My sister lives in New York she is 23 years old marrried and has a good home. I want to move in with her so I can start college near her house but since I'm still a minor everything requires parents permission. How would she be able to get custody of me so she can sign my papers?

If your parents agree they can give her limited POA over you as temporary guardian.

Dear God!
Become Emancipated by going to court and filing a petition.

This answer is inappropriate. By the time they could prove emancipation ( depending on the state ) they would have already turned 18.
