Try getting into safe mode and going from there.

It won't start in safe mode, safe mode with networking or anything. I'm in a bit of a pickle.

I wonder how they got the OS there is in the first place. Have you ever plugged a CD drive and have it recognized as a drive letter? For Windows that's really your only option, you'll need a Windows OS cd of course 'cause your Registry is corrupted.
It you wanted to install Linux you have more options available as they have boot/install from USB options.
Don't forget the tech support option from your manufacturer as well.

If I installed linux, could I fix the windows problem via linux and then re-install windows again? Or if I could find a plug n play CD drive, and stick the Windows OS cd in that then boot from the CD drive?

Formatting the drive and reinstalling any OS fixes the problem. The challenge you face with Windows is getting the netbook to boot to something that will install the it. Do you have a Windows CD?
Here's some light reading for you :): installing windows 7 on a netbook - Google Search (http://www.google.com/search?source=ig&hl=en&rlz=&=&q=installing+windows+7+on+a+netbook&aq=4&aqi=g10&aql=&oq=installing+windows+7+on&gs_rfai=)
Hey, you can boot to Ubuntu from a USB drive and possibly *try* to fix your Windows install:
