Mower barely turns when trying to start acts like in a bind.Motor is good and all safety switches solonoid switch and battery is good.Could there be a problem with key switch? It is a craftsman 917.273351

Somewhere the power is not reaching the motor. Dirty battery terminals and questionable solenoids are the most common culprits.

You say the motor acts like it's in a bind. Does it turns to a certain point and then stop? If so, this is a common symptom of an engine that needs the valves adjusted.
