What do people think of when they see 15 year old with dreadlocks.

I'm old so it makes me think the kid's hair needs a good washing.

Guy or a girl..
I guess it really depends on the person. How they dress, how they talk, walk, act, etc.
I had a guy friend in middle school who had dreadlocks. Other than the dreadlocks, he was your typical blonde hair, blue eyes, abercrombie kid... so I guess, people didn't look at him thinking he was some sort of a hoodlum.

I would think someone spent a lot of time braiding hair! As long as his/her hair is clean, they're fine with me. Two of my nurses with dreads allowed me to touch them -- so soft and springy! They said washing is easy, and they leave the dreads alone otherwise for several months, then take them apart because they want a different style or want to give their hair a rest. It seems like a neat way to handle long curly or nappy hair.

Since I have never seen any that did not smell. I would say they care little about their self

I don't think it really matters. What're you worried about? Are you worried that people may think differently of you? Honestly, I don't think it should matter.
