I have a 95 honda civic that will not start. I had my neighbor try to put his scan tool on it to get the engine codes out but there was no connection to it. He told me that there is a goot chance that the computer is bad. We changed the fuel pump-main relay and distributor. As far as I can see that has to be the problem. Please let me know if I am correct.

Most importantly, does the CEL come on and go off after 2 seconds, when the ignition switch is turned to ON (Position II)?
