MY AC is not cooling our Condo. It blows air but is not cool, actually if left on the air flow raises the room temp (thermostat setting are set to cool) . I noticed the fan in the outside unit is not turning. Unsure when it is suppose work. Landlord and friend believe it just needs freon. Suggestions?

The fan outside needs to turn. Yep, there is something wrong. There are many possibilities.

Does the outside unit hum? The hum should be coming from the compressor.

There is a low pressure switch which when low on freon will cause the AC not to turn on.

If there is a leak, it needs to be fixed.

Condo AC's are of varied designs.

Three quick tests which you may or may not be capabble of preforming are:
When in a call for cool mode:

1. Make sure 24 VAC is present at the outdoor unit as it enters.
2. Determine if it's present at the contactor.
3. Make sure 240 is present at the contactor and that when the contactor is depressed the fan/compressor turn-on

Freon must be professionally handled per EPA regulations.
