Have a Carrier unit, the inside fan runs continuous and the outside unit will run for a minute, shut off for a minute then restart again. It keeps recycling like this. Luckily it's keeping the house at a comfortable 77º but with fans it's just fine for us. If it gets hotter out this will not work and it will continue to make my electric bill huge. I know before it started doing this the larger line outside which is partially covered with insulation would seem to frost over in areas it's not insulated anymore and there was a small run of water coming from the unit this morning after I had it shut off all night. I know the inside coils aren't frozen over because it was off all night and it would have thawed. Waiting on the landlord to call me back.

It is a good possibility your unit is short of refrigerant and that is causing it to cycle on the low pressure cut out. Time to call for service.

I looked at it at lunch and the outside unit is running continuous but the larger line is not cold like it used to be, it's cool where it was frost covered a couple days ago. The air coming out of the vents is not that cold either. I wonder where the freon would have gone so quickly?

Your system has a leak.
