If you've tried talking, counseling, taking away privileges, and nothing is working, then I would suggest you call the police. It's going to be VERY hard to do, but, doing nothing isn't helping him.

I say if you've tried about everything you can think of, it's time to get seriously tough on him. Don't back down. He's disrespecting you and your home. Not acceptable. If he's big enough to steal, he's big enough to take the consequences.

You can talk until you're blue in the face, some kids just don't get it until they are tossed into juvenile hall. Sorry to say, this isn't going to be easy to get control of. But you have to start by letting him know you're not fooling around.
