I have sprayed it with horticultural oil but I still see some white specks everywhere. Should these be removed (I read a toothbrush would do it)? Is there a way to know which are dead or which are new ones?

Pruning and removal of dead leaves, branches, and mulch are indicated.
3. Remove scales manually. If caught early, minor scale infestations may be scraped off with a fingernail or gently scrubbed off with a soft brush or toothbrush.
