This guy seemed way interested in me we made out, he added me on Facebook and said it was a good way to keep in touch. He didn't ask for my number and hasn't contacted me in a week on Facebook. Is this a blow off?

I would say so. If he was interested he would be trying to see you again.

Have you tried to send a quick hello to him?

Has he been on Facebook for the past week? He may have had something come up and hasn't been on as much as he usually is. Try sending him a 'Hi', but go about your own life in case it was a brush-off.

I wouldn't put a lot in the social networks but for a fact he has not contacted you, or shown you any interest. That's all you have to go by is his actions.
