a/c not cooling, outside unit fan spins, but not fast, condenser not turning on, when I shut off circuit breaker in the house & turn it back on, it trips right away, if I shut off @ thermostat, then reset circuit breaker it will stay on, then I can go back & turn on @ thermostat, but same problem, outside unit fan spins, but not fast, also noticed that lights in house will dim for about 1-2secs (also hear hum 1-2secs @ circuit breaker) while breaker is on, tried adding hard start kit, but didn't change anything, also when circuit breaker trips, inside unit blower will kick on.

It seems your compressor might be at fault. One thing you can be sure to check is the wiring where it ENTERS the compressor. This has been a problem area on some units. If the wires are defective replacement style wires/connectors are available. If that is not the problem then the next step is to contact a local professional to check the compressor for grounding/winding problems. This is an expensive part so testing is a must to be sure it is defective before being replaced.
