Why is there a tap before and after my water meter?

When you say "tap" do you mean actual valve with hose attachment or simply just a valve to Open and Close water ?

My Water Department has 2 valves at their water meter: one on street side and one on property side. As a plumber, I am not allowed to use street side valve but it is OK to use valve on property side.

Just a valve,
What is the purpose of the one before the meter
Since they are both the same type of valves, can I turn off the valve before the meter when I go away? It is easier to access
Thank you

The valve before the meter is there to turn off water in case meter itself has to be removed.

If you want to turn off water for the entire property - use the valve closer to your house.

You can operate either one, but there is at least a reason to operate the one after the meter. More operations may mean more of a chance of failure. e.g. Packing leaks, valve leaks.

If they are 1/4 turn ball valves I would not be concerned.

Im with Milo on this one. Only difference here is the meters are located inside the house. Our area requires valve before and after the meter to service or change meter if necessary. Saves us from having to locate and shut off curb stop.

You could consider having a ball valve put in a more accessible position, if you go away a lot.

Another system to look at is this one: Watercop automatic water shut-off system (http://www.watercop.com/)

If this is for winterizing, you can even consider valves/lines for draining.

For an outside tap, I brazed a small shut off with 1/4" tubing that empties into a laundry tub. It's a cinch to winterize that faucet.
