Is it a HIPPA violation to contact your fathers VA social worker to give her information that my father or his caregivers ARE NOT giving them?? We are not asking questions about his health , just adding information that both are not giving.

A HIPAA violation occurs when a care provider gives information about the diagnosis and care of a patient without the patient's permission. Since you are not a caregiver and since you are not asking for information from a caregiver, there should be no violation.
