I will install a hydronic radiant floor heat system in own house- oil tanks are now being used for hot air furnace. would it be better to switch to propane?

Better in what way? Both fuels heat so the only difference is cost of operation. If you want to find that out you will need to do or have done for you a cost analysis for fuel consumption and yearly usage. This can be a complex calculation so I would check with the contractor that is doing the work or with the local propane/oil dealers.
