Can u give us more info. Type and make of heater. Has this just started?
Is heater on circuit by itself?
How old is heater?
These are a few things we need to know to help u.

The ECO energy-cut-off, or 'reset' trips when upper thermostat senses overheated temperatures ranging from 150-170°F. The cause can be 1) a malfunctioning upper or lower thermostat that causes element to continue heating 2) a loose wire causing a short that heats upper thermostat 3) an element that is shorted to ground and continues to heat until ECO trips 3) a thermostat that does not sit flat against tank, and misreads tank temperature 4) somebody removed the normal insulation that covers thermostat, and thermostat misreads tank temperature because cooler air reaches thermostat 5) a leaking element or leaking tank that is causing a short
