Check the visa bulletin from the US State Department Visa Bulletin for July 2010 (http://travel.state.gov/visa/bulletin/bulletin_5019.html) and see what the FB-4 category is for the beneficiaries home country and compare with the priority date. The PD is in the upper left side of the I-797 approval notice. For most countries (other than china, the DR, India, MX and the Philippines) it is January 2001. The dates are moving well for FB-4, several months per calendar month.
