As I stated in my bio I live in what is supposed to be a quiet older neighborhood in Charlotte North Carolina. I and my wife have lived here for going on six years. After first moving in the home we loved the peaceful nights and quiet atmosphere... three weeks into our residency here we were awakened by a car spinning around and around in an intersection below our home... a Jeep going at full speed round and round like someone was dead behind the wheel... well it was a neighbor who lives two houses up from me on the same street... we ignored this man whom is married with three small babies... and a wife... whom lives back to back houses with his mothers which he and his family lives with... the home on my street is a party house.. dope house? Well he has pretty much ruined our lives in the respect to no sleep and fear for our safety and lives. I have been told by numerous neighbors that they are in fear of him and dare not call 911 about the noise and all around hell raising he and his younger male friends put this entire neighborhood through nightly. I myself had enough of a barking dog which I listened to for three months night and day until I called Animal Control here in Charlotte and asked to remain anynomous... they drove straight into my driveway and pointed a figure at the hellraiser neighbor as he looked at us and said "his dog?" and now all hell has broken loose. The CMPD do nothing to stop this man he is so deranged that he refuses to respect his neighbors and law enforcement is a joke to him. He and his younger cohorts are constantly speeding and racing their sportbikes at two three four a.m. waking hundreds of residents but the Police do nothing. He shot ten rounds from a forty five automatic pistol in front of my home and the Police's response was to laugh hand me the empty shell caseing asking if I wanted my evidence back and told me it was celabratory gunfire... this is a city... I have called and complained about noise maybe two hundred times in six years to no avail... not one citation or ticket written the Police CMPD seem to have a relation of sorts with this crimanal whom is a felon I am pretty sure.{personal info removed}.. surely does something because he does not work... he parties all night every night and is up and going with as little a two to three hours of sleep... Social Services should be called to see if his children are being cared for properly but I am not calling them, what MY QUESTION is what sort/type of attorney will write this demon a letter and tell him to quit raising hell at three a.m. I have hours of video tape documenting all of his crazy insane antics... I do not wish to sue a drug dealer for disrupting my peace of enjoyment of my home but I would love to see someone stand up to this local Police Department and ask them why they protect this person when he is nothing more than a loud mentally ill hell raising resident... the 4th of July is coming this weekend and he always shots large rockets at my home and up my drive... he has the entire neighborhood living in fear and I appear to be the only person willing and able to call for aid and do not receive any help period. Thanks for any advice, I have reached the end of my rope, I have commented to the Police that I feel they have Pitted him against myself and are just waiting for me to resolve THEIR problem which they cannot seem to find a solution to. This man uses his brother whom is the owner of {personal info removed} as his reputation defender when he speaks with the Police... I have stood in shadows of my drive and listened to Jacob Acosta say how he has done nothing wrong and as soon as the Police are gone he cranks a trunk, motorcycle, skidoo whatever is available and raises more hell... I should not have to move and since I lease I do not feel I have any lesser rights than this man who does not own his own home his mother owns the home he parties out of and the one in back of that is her home which he lives in... any ideas of how to deal with this person and I really don't want to hear someone say MOVE... what about the other residents who live here? They can't move or have the option to relocate, this fella is insane period...

First, we do not allow posting information that can identify someone so I have edited that out of your post. Second, since you lease not own, it would be easier for you to move. Then fight this.

However, if you want to fight it, then go to the state police or attorney general. Show them your documentation of the complaints, noise etc. and tell them the local police have done nothing. Go to local media outlets and bring your story to them.

So you get the neighbors to also call, you call the police and recall them. You go down and talk to your city counselman and complain about the police, you go down and talk to the police chief. If still having issues you contact the state attorney general and complain.

You buy video equipment and record what is going on to prove it.

If you are allowed in your courts ( GA you can) you can produce evidence in court for criminal charges if the DA does not.

And of course I would not "stand in the shadow" I would be there when the police come and stand there to be sure it is all said.

Next also don't pick up the shell casing, leave evidence in the street.

We had a boy killed here in Atlanta last year from someone shotting up in the air, it is dangerous and needs to be addressed.

Next if social services need to be called , call them, I would not be able to sleep from guilt if I know children are in danger and did not do anything

I should not have to move and since I lease Hello Peace:

Wow! I read the whole thing and then I find out you're a renter who has NO ties to the neighborhood. Dude! Do I even need to spell out my recommendation?

If you DO decide to grow a backbone and call Children's Services please be advised that they cannot disclose just WHO called in the complaint. They are not allowed to disclose this information to anyone. Let the neighbor guess and they cannot legally tell him just who called.

Go down to the Police Department and have a nice sit down with the Chief of Police and bring your videos with you. Discharging of a firearm in city limits is a no no. You can also check with the local Clerk of Courts Criminal Division to see if your crappy neighbor IS a felon. And if he IS a felon him owning a gun is another felony. Don't just assume that he is a felon, find out for sure. Then once you know he IS or IS NOT a felon you can take that information along with you to the Chief of Police and give him that information and ask him just WHY was this man not arrested him being a felon and all and see what for lame excuse he makes.

You can also move elsewhere and let this little dictator keep running his neighborhood. I can almost guarantee you that there is a little dictator in just about any neighborhood in the USA. You just need to find a different neighborhood if you wish to have any peace and quiet.

I can sympathize with you as I had TWO neighbors live next to me and across the street from me that thought they could do anything to me and my family and get away with it. Long story short - I moved to get away from them and I highly recommend that you do the same if you value your sanity.

If you have a large Latino population in Charlotte then you unfortunately live in a sanctuary city and the police won't touch any Latino individual and arrest them. Best to move period as there is NO WAY to resolve or solve your dilemma if you live in a sanctuary city.

Here's my greenie. Have to spread more rep. I totally agree with you on your recommendation. Renters are a dime a dozen and finding a new place to live is not as hard as selling the property.
