When it comes to the power to get things done, which institution is more equipped: the Congress or the President?

Congress can only enact laws, the Executive branch has to enforce them. This gives the executive branch a bit more power, especially when you have a president like dubya who seems to care little about the limits placed on the presidency by the Constitution.

But the president can not pass any laws, so if you want a law passed it has to be created and passed in Congress.
But then the President can veto it, if he does not agree.
It is a check and balance, to keep both parties in line.
Next of course, congress passes a lot of laws or programs but does not fund them, so even if it is a law, there is no agency to enforce or no money to make the programs work.
