Im 16 and Im not sexually active and I think I need birth contol to balance my hormones because my menstural cycle is out of control? And the naxproxen the doctor supplied isn't working.

A vaginal exam is usually done when the doctor prescribes the pill.
Are you worried about the exam?
Don't be. It's really not as bad as you may think it is, also, it's over very quickly.
It's uncomfortable, but not painful, and most of the discomfort is the position of your body (legs in stirrups, butt scooched to the end of the table).
Once you get this exam over with, it's another year before you have to do it again, unless they find something.
Is there something specific you're worried about in regards to the exam?

I know it's scary, because the doctor will be inserting a speculum, but there are different sizes. You won't lose your virginity because of this exam, honestly.
The doctor will use the smallest speculum they can. Chances are you won't even notice that it's in, and the exam itself if fairly quick, 5 minutes or less.
This is for your health, and part of being female. The first exam is usually the worst, simply because you don't know what to expect, I'm sure you'll be nervous, and that alone can make it unpleasant. After that you'll get used to having to do this every year.
Talk to your mom about your fears, or an older female you trust. They can help answer any questions you have, and they can go to the appointment with you, help ease your mind. :)
