Should a fuel filter for a briggs& stratton lawn tractorbe saturated in fuel

A properly installed and functioning fuel filter should look about 90% full of fuel. This is assuming you have a clear filter to see through. B&S is an engine brand not a tractor brand. Do you know which engine your have?

Is it a gravity fed or pump.

I just noticed the difference between your title and your question. Why are you asking about a "flooded" fuel filter, is the engine flooding?
