Well, no one has answered this so I have to suppose that no one who knows about DC is around. But I've heard it's expensive there. Couldn't give details, other than I've heard it's expensive. On the other hand, I would have to assume pay is higher as well.

When you're looking at cost of living, you have to look at it relatively speaking. Pay is drastically different in different areas, and some things are more expensive and other things can be cheaper. So you need to pay attention to the more expensive items, like housing, taxes, insurance, groceries, etc. The small items don't matter as much.

I suspect if you did a search on the internet for like "cost of living DC" you could probably find yourself some information.
