Hello, I am having a problem woth my 1998 Toyota Camry's radiator fan not working either. My radiator split, so I had to get it replaced. Now the water is not flowing properly and the fans are not working. My brother in law decided to check the fuses. He decided to let the car get hot and the pop the fuses in and out to see what may have been the problem. When he was attempting to pop out the big green fuse, the fan came on as soon as he put the fuse back into place it stopped working again. I also went and about a new temp. sensor and thermostat to see if that would help. If the fans are the problem could the cause the water not to flow proper through the engine? Help 911

When filling the radiator on these, it's a bit tricky. The top rad hose has a hump to it and prevents coolant from passing into the engine block.
If you press the hose straight while filling the rad, it takes almost another gal of coolant.
So, you have a huge air pocket and your temp sensor is not receiving the coolant.
Do a refill procedure as I described and try again and no need to go into electrical issues.
It's best to use a cup or funnel to have the coolant fill level slightly above the filler neck level. You will see many bubbles coming up this way which is what you want to see to purge all the air out. Be sure the heater is on full hot position while warming up.
