Air handler and outside unit will not shut off by itself. The thermostat is new and changed by a licence hvac. Turns off only by shutting off the breaker.

I would be calling the tech back since it seems the wires are shorted.

Definitely call back the installer, because if you go messing with things, it may give them a reason not to warranty their work.
