I had 3 dui's in the 90's and none since 96 is that going to keep me from getting truck driving job

That is 3 DUIs too many. What year was your license reinstated. Or did they take it away from you at any point in time.

To answer your question, I don't think they will give you a truck driving job once they found out you had 3 of them in any given year.
