I have a situation in which a married couple adopted a Mexican girl in order to help her get her citizenship. A few months after the adoption they decided they did not want to take care of her so she has not been living with them. They submitted a petition for Alien Relative (I-130 form) but were denied because they can not prove that she has been under their care. She wants to move in with them so she can fulfill her immigration requirements but they won't take her. Given that they filed for citizenship but do not have custody of the girl, can I turn them in for Immigration fraud?
