How do I wire a bathroom fan/light to 2 switches when I have 2 red wires 1 white and 1 black coming from the switch and fan has 4 wires 1 black 2 whites and blue?

The units white & blue are the power and neutral for the light. The black and white are power and neutral for the fan. The whites can be joined together and run back to the neutral for this circuit, they do not have to run to or through the switch box at all. Here is what your switch box should look like, nothing like what you have unfortunately. You need but one black supplying power to the box. This black is pig tailed to the bottom screw on each switch. The black from the fan attaches to the top screw on the switch you want to control the fan. The other switch will control the light and the blue wire attaches to the top screw.

Are there any other wires in the ceiling box other than the red/red/black/white? Sounds like your switches may have been wired for a fan/light/heater. Pull switches and tell us what wires are there and how they are connected.
