In some ways we all have some speech issues, along with accents and more. But yes it could be a speech issue, have you had him evaluated by a therapist ?

You could try making the sound of the letter L or any word beginning with L, right on his cheek or saying words that begin with the letter L, say them slowly into his cheeck, Ive seen this done on A Deaf child and it worked, by saying the word on the child's cheek it somehow helps them learn how to say or pronounce the words, or letter.

Lots of children have some difficulty with certain letters, your child is only 4 he may just be going through a phase, however if you are worried take him to a speech therapist. Or your local G.P.
