I had a leaky shutoff valve between cold water stub and kitchen sink supply line. I turned off home main water supply and disconnected sink supply line from valve. I then realized it is not a compression fitting and since I don't have a propane torch I put it all back together and turned main water back on. All other faucets in house work again but I get no water from kitchen faucet or to dishwasher.

Please tell us where is the angle valve is leaking from if it is leaking from packing nut just tighten the packing nut a ¼ of turn and see if this will help.
For no water coming out of your cold angle valve, close the cold angle valve disconnect the supply line at the angle valve get a towel ready to catch the water open the angle valve and see how is the water flow if good flow problem is with your faucet if no flow problem is with your angle vale.
If problem is with angle valve close the main valve to the house remove the packing nut check the stem and the washers for any broken or loose replace if required, assemble back once the packing nut is removed is good time to replace all the seals, see the image below it is for a compression type angle valve, packing nut and stem is the same for a sweat type valve, good luck.
