I have recently had my wages garnished from my second job. Can they do this, they took the WHOLE check. Also, is it to late to set up a payment plan. I have not called... I've been to scared to face the amount of money that I owe and have ignored all attempts. :confused:

A salary garnishment is limited to a percentage. So I don't see how they took the whole check and I would question your payroll department about that.
But frankly you have bought this on yourself. Ignoring all their attempts was the worst thing you could do. That's how they obtained a judgement on you. And the IRS will know where you work and where all your bank accounts are.
You should contact them immediately about working something out.

Normally the limit that can be garnished is 50% of your net pay. However, an exception might apply since this is a second job. You may be well advised to contact the IRS and try to work out some sort of deal with them. If that doesn't prove fruitful, then call a tax lawyer.
