It does not require to be processed. It is submitted to inform the company that you are not a resident or citizen of the U.S.
The company making you payment will withhold taxes based on your foreign status or W-8BEN.

The Form W-8BEn is NOT submitted to the IRS. It is sent to your employer, bank, brokerage house or client to provide written documentation of whether you are subject to backup wthholding or not.

When I complete a Form W-8BEN for a client, I typically tell them to sign it, then scan-and-email the SIGNED Form W-8BEN to the bank/brokerage/client to satisfy their initial need, followed up by a MAILED copy via normal mail. The signed W-8BEN is typically good for THREE years until anew one is needed.
