We tried loan modification, the provider stated yes we can lower your interest and payment, when the modification contract arrived the loan payment was only $9.00 lower and the interest .75% lower. Feels like a slap in the face. How do I proceed to short sell my house myself.

For starters... do you have the cash to pay the mortgage company the difference between what you owe and what you can sell it for?
Otherwise you aren't doing anything without the explicit concent and approval of the mortgage company first. And if they do give it, typically you will still owe the difference between what you owe and what the house actually sells for.
In rare cases they may forgive that difference... but if that happens, its considered taxible income by the IRS.
