Is it true whether you break a lease or it ends you are supposed to be notified within 30 days after move out where your security deposit is?

I have rented a few times and even broke the lease on 1 occasion. And when we broke the lease they didn't have to give back the deposit due to the fact we broke the lease. However when your lease runs out they have 30 days to return your money or let you know why the money wasn't returned.
