I have a Bryant 560 series AC unit. The fan is not turning but there I a humming noise coming from inside the AC unit. Fan does freely spin and is not binding up.
Any help would be appreciated.

Check the circuit breakers/fuses for the power to the outside unit. The noise you hear is the contactor pulled in so the problem is the main power to the outside unit. At least that is what I would check first.

Pulled the bus and there is power to the outside [checked w/ meter]. No fuses in the bus. Pushed in the relay and compressor hummed and fan did not turn on.

Sounds like you need a new start capacitor.
