My car will not start, the alternator was seized and replaced that still no spark, just noticed the check engine light is not working could that be a result from the alt problem and will an out light prevent the current to flow properly?

Check all under hood and under dash fuses with a test light or multimeter:

Car doesn't start and no spark, alt was frozen, replaced, checked icu and seems good, checked ig coil, no resistance between + and -, 10.55 at + and winding post so could be bad, but, noticed the check engine light not working, could that lead to wrong ohm and volt reading and causing car not to start, do saabs not work with blown cel light. So what I need to know is how to change light. Guess I should check for corroded fuse, can I check codes with blown or corroded fuse(have not checked yet) to light?
